Guiyang implements new standards to foster high-value invention patents

According to Guiyang administration for market regulation, the "guidelines for cultivating high-value invention patents" and the "norms for pre-examination of patent applications", both of which lay out new local standards for Guiyang city in Southwest China's Guizhou province, will be implemented on Sept 1.

These standards were proposed and coordinated by Guiyang administration for market regulation, with Guiyang Intellectual Property Protection Center serving as the main drafting unit.

In recent years, Guiyang has become home to over 60 percent of Guizhou's high-tech enterprises as well as the vast majority of universities, research institutes, and high-level talent teams, among other innovative resources.

In 2023, 5,020 high-value invention patents were granted in Guiyang, a 32.63-percent increase from the previous year and marking a ratio of 10.48 high-value invention patents per 10,000 people, accounting for 67.4 percent of the province's total.

While high-tech enterprises are rapidly developing, Guiyang city and Guizhou province as a whole lacked suitable standards for cultivating high-value invention patents. To support high-quality economic development, Guiyang Intellectual Property Protection Center took the lead in formulating the "guidelines for cultivating high-value invention patents".

These guidelines specify the terms, definitions, principles, work processes, personnel, and resource requirements involved in cultivating high-value invention patents in Guiyang.

Furthermore, Guiyang's "norms for pre-examination of patent applications" detail the terms, definitions, processes, pre-examination and filing of applicants, and other aspects of patent pre-examination services.

The norms aim to help enterprises, institutions, and agencies facing difficulties in patent pre-examination in Guiyang.
